For that kind of money i would expect the shims to have been done. I'd be amazed if at least one of them didn't need replacing either. Therefore they should have charged you for 1 shim at least.
Ask them what clearances they found. You'll know from their response whether they are telling the truth or not.
Also, if this is the more expensive of the 2 types of service they do then this has been the "big" one. Well from a cost point of view anyway.
My recent service on my 998s cost a grand which hurt like hell but i am at least confident that the shims are exactly as they should be.
