Hi, in answer to your questions, the oil leak is usually from the base of the cylinder barrel. The cam belts are not expensive to buy and most able bodied mechanics should be ok to change them. No special tools needed, timing marks are there, plenty of info on the internet regarding belt tension, I have used the 5mm allen key method on my bikes for years without problems.
